The tubes are to stop a tight leather or rubber strap unscrewing the screw bar so do provide some purpose but I don't always use them myself

Sometimes just tightening them will prove to be enough to keep the lug bars in place. Some put weak threadlocker. I mostly just don't wear the watch long enough to fully unscrew them I guess. YMMV. :)

Being new to the whole
Pam world thing.
Im just guessing,
spring bars are used so that I can change any strap I want onto the same watch
If so! What tool is required to screw them in & out ?

Ok - pams require tubes and threaded screws pins. And requires a flat screwdriver ~1.6mm in size to remove any time you want to change straps.

What I posted is a replacement of the tube and screw system. It's a simple push spring bar that is sized to fit in pams perfectly- the ends are sized small/large to replicate the two lug hole sizes threaded/screw head. They are quickly removed with a pin . I bet there's a YouTube on how they work.

Most straps you buy won't come with tubes so you'll have to buy tubes for every strap or you can just buy sets of spring bars.

Polished - sewn in if you can. There is also screw type like the lugs - mine always seem to back out even with nail polish on the threads. I go polished because brushed always seem to have sharp edges that cut into my wrist. I have some spring type as well- some times you just get what fits best.
Also if you want some good quality straps - I have three from crown and buckle that fit well.

I politely disagree with everything @Zulu44gmt has suggested :) ehehe to each his own

I hate those springbars and nothing I hate most than sewn-in buckles

i repeat, different strokes for different folks

I have not tried springbar lugs yet surprisingly even though though they would make my strap changes so much easier. I prefer my buckles to match the finish of the case as much as possible so they should be screw in. Not that I totally hate sewn in. Sometimes you have to get one or two for that vintage look. ;)

The spring bar screw lookalikes from panatime are pure awesome. They are even different sized on each end crown side screw head end is larger for the larger hole on the side. Screw thread side is smaller and if you try to install the the opposite way they will not work. Every single pam I get i buy them.

I did read that. There was a seller here locally who was a distributor for Panatime, but he never got back to me on my inquiry so I never got to buy them. :( Maybe the ones on ebay are half-passable?

The ones on eBay sold by WSO fit the same as the panatime. Different sized ends and one end looks like it uses a screwdriver. UK cousins sells them too- was debating buying the 100 pk...

Springbars that use a screwdriver? Maybe it's the faux end which looks like it's a normal screwbar.

My concern on springbars has been their length. They've been too short in my experience so the faux-screw end was recessed inside the lug hole. This might not be an issue to many, but imho it detracts from the gen-like appearance, plus screwing and unscrewing the standard lugbars makes me feel like taking care of my watch :)
