I do agree with this for gen watches that are waterproof, though I would use dish soap, as hand soap often has moisturizers that leave a film behind.
Rolex recommends using soapy water. I would just use hand soap. If it's good enough for your hands it's fine for your Rolex. The important thing is to thoroughly rinse the watch. Get into all the small parts, underneath the bezel if possible, all the little areas that you don't think of. That's where salt tends to collect.

On the other hand, I believe the commonly held wisdom is that it is best to keep reps away from water, altogether. There is TONS of evidence that basically all reps – even the high end ones, the CF GMT being an example – are not waterproof, and will absolutely leak water into the case. I don’t know of any rep that is 100% trusted to be waterproof without first being made so by way of a watchmaker (adding UV cure glues, and reapplying silicone gasket sealer everywhere).
Happy to learn if this is now an old fashioned belief. Maybe things have come a long way in the past year or two.
