Not a super expert watch maker, so others can chime in if I'm wrong, but I think it's to do with weight calibration/balance to get the wheel oscillating perfectly.
Not a expert but it's interesting, if other factories have access to this movement and are also able to make their own customization, maybe there will be alot more competition for this!
@Reaps is correct, these marks where material has been removed from the balance wheel are "poise" corrections. The purpose of them is to make that mass distribution as symmetric as possible on the balance wheel. On reps you'll typically see at most two poise corrections. On a gen you may see up to ten. Poising is done on a rather expensive machine and is time consuming. The better the poise of the balance wheel, the more consistent the timekeeping of the watch will be across various orientations.
