It certainly isn't a rumor. Often dealers get exclusive rights to a watch for some period of time based on supplying some of the investment and/or the gen to rep. Usually the ones Angus talks about before release are ones he has a stake in.

A few minutes ago Angus(Puretime) said that probably pre order will start next week right after he will upload the watch to his website but with prototype parts.
Final version will be ready in November.
He also said that the pre order will get both bracelet and rubber band
