Yes, it was mini-Dremel rotary tool and the "white thing" was one of felt polishing bits. I assumed that the pearl is luminova mixed with a resin so I will be able to flatten it and felt tool will matte it the same time and I was right

Probably no need to - the pearl insert is just luminova powder mixed with some resin glue (like two-components glue or something). Removing / matting a top of it did not changed anything except the look. Most of cured epoxy resins are doing just fine when contacted with water.

it was Dremel-like cheap tool - so default speed.
