Yes, it is indeed based on the Ocean One 39 green, by Steinhart.
I was modding a Submariner green "Hulk" that I bought as a kit at Raffles Dials (cheap case) and I broke the glass, trying to remove the cyclops.
I then decided to try the dial and hands on the Ocean One 39 that I had here.

To my surprise, the dial was a perfect fit on the Ocean One 39.
The look was so good that I left it like this and now it's one of my favourites

Steinhart uses ETA 2824-2 elaboré movement (very well regulated - that green one does -0.5s/day) so you just need to buy a 29mm dial + hands to fit that movement.
You have loads of options - I used raffles dials again to mod another Ocean One 39, this time the black ceramic bezel that I modded with a black dial with gold indexes and gold vintage style hands.
