It's not unusual in Europe. When you change providers the phone number changes.
There's a distinct difference between number disconnected and the mailbox.
Let's hope he just got a new plan with a different provider

Perhaps this clarifies the geographical situation in Europe. The map shows the political division, the text the division according to the UN. In both cases Belgium is to be found in Western Europe
