I don't know enough to say if it's real or not, but that guy is gonna make some serious coin if it's not.

"watch is being sold with no reserve, a low starting price, no guarntee and sold "as is" no returns"

These never make sense to me, who would buy a Rolex from a guy with only like 200 feedback who isn't even willing to get the item verified. Anyone who won't even take the time to go to an AD to get it verified is clearly selling a fake, a franken, or something to that effect.

And there is me trying to sell my genuine vintage omega and ebay pulled it for breaking the counterfeit rules. Makes my blood boil.

Ive just sold a vintage omega on ebay and PP lock the money up for 22 days if you dont have a lot of activity. You would think a buyer would get the watch looked at and or know pretty quickly that they have been ripped off and go back for a refund etc so

Oh no I feel for you. I sold a timor military watch. The guy paid thru pp and he recieved the watch in 2 days and left nice positive feedback, even sent me a message saying how pleased he was. Pp held my money for 28 days and then a further 10 when I withdrew it to my bank. As a seller on eBay it has sometimes left a sour taste for me. I'm not a super seller or anything but I've had over 100 sales on mostly watches and my feedback is close on +300 at 100% feedback and yet they pulled my vintage omega which I know is 100% gen as I've been to a omega AD with it. Yet sometimes it can take forever for them to pull really bad fakes and scammers.

(Newbie question) why not selling in Chrono24 ? I have never bought or sold there but if I were to buy a genuine online I would go there.

It's probably a refinished dial. The diamond indices have a very wide setting which you typically see on reps. I'm leaning towards gen, more based on seller's history. In listing it says diamonds not set by Rolex, so reinforces the refinished dial.
