Painting a GMT hand - what's the paint prep?

I'm planning to paint a GMT hand. I intend to use the toothpick method @KJ2020 described in this thread:

The question here is how to prepare the paint. I'll use a Testors enamel model paint. Do I need to cut it with some thinner? If so, what's the proper ratio?

I also assume it would be best to clean the hand with something first--is that correct? Any recommendations for what cleaner to use?

I used the Testor's paint straight out of the bottle. No thinner. You can just wash and puff dry the hand with a small brush and some dish soap. It won't hurt the lume if you are gentle with it.

Note that I have moved on from using this method to paint hands. I find using spray paint to be easier to get distinct borders. There is a example in this thread:
