Yes, it was mini-Dremel rotary tool and the "white thing" was one of felt polishing bits. I assumed that the pearl is luminova mixed with a resin so I will be able to flatten it and felt tool will matte it the same time and I was right :)

Probably no need to - the pearl insert is just luminova powder mixed with some resin glue (like two-components glue or something). Removing / matting a top of it did not changed anything except the look. Most of cured epoxy resins are doing just fine when contacted with water.

For the Dremel, what RPM setting did you use? I have to imagine it was low but....

it was Dremel-like cheap tool - so default speed.
