Who to goto for AR these days?

Goin seems to be my go-to lately. I have the TD ship directly to him, he has the A/R done and whatever other mods I request.

Keep in mind that A/R usually takes a long time to turn around (3 weeks minimum to the modder) They generally don't do A/R until they have assembled a bunch of crystals.

I have recently done the same with him. It did take quite a while, but the end result was good.
