Good news! I called PayPal and confirmed that effective May 15, the amount required for signature confirmation has been raised to $750.

They closed the case in my favor!

PayPal recently posted a new Policy Update that includes changes to the PayPal User Agreement, the PayPal Here Agreement and the PayPal Privacy Policy. You can view this Policy Update by visiting the following PayPal Policy Updates Page:

These changes will become effective May 15, 2014. If you do not agree to be bound by all of these modified terms, discontinue your use of PayPal and its services because the modified terms will govern your use of these services after that effective date. Although you should carefully read the full Policy Update, here is a summary of the changes being made:

  • Section 11 of the User Agreement is being amended to increase the dollar amount required for signature confirmation from $250 USD to $750 USD, and the foreign equivalency amounts are being correspondingly increased. Additionally, Section 11 is being amended to reflect that U.S. Sellers who sell an item to buyers in the U.K. will be subject to the U.K. Buyer Protection program which may provide greater coverage for U.K. Buyers.
  • Section 13.5 of the User Agreement is being amended to increase the dollar amount required for signature confirmation for return delivery from $250 USD to $750 USD.
  • We are adding new Sections 15.5 and 15.6 to the User Agreement to include a license grant from Users to PayPal with respect to certain User generated content.
  • Section 8 of the PayPal Here Agreement is being amended to clarify additional protective actions that PayPal may take with respect to the use of PayPal Here, which include limits on the withdrawal of funds received from Keyed and/or Scanned Transactions.
  • The Privacy Policy is being amended to provide greater transparency into our privacy practices and to better reflect the way that PayPal collects, uses, stores, and processes your personal information.

Has this asshat been named yet? At least a username so we all know not to sell to him? I would check with a mod before publicly outing him if he hasn't been named yet. I'm just wondering if I missed it.

Edited... Great news!

Now we should see a ban and a name and shame for the unmodded filing. Only then will justice be served....

Now the buyer is asking that I split it with him and refund half the cost of the watch. He's also mentioning lawyers, a charge back from the bank, etc. I feel bad if he really didn't receive it, but unfortunately there is no way to prove it. I'm going to tell him that as a sign of good will I will donate to a charity of his choice in his name, but cannot provide him with a refund.

Also, I am providing PayPal claim details to the mods to decide if a ban is warranted.

I can only speak for myself, but if someone opened a unmodded pp dispute on me,,, there is absolutely O zero chance I'd give him anything... Oh wait,,, let's see your out you're watch and the money and this guy potentially assraped you with pp.... Screw that! All he deserves is banned!

I wouldn't refund one red dime unless the mods said I had to. Sucks for the buyer if he didn't get the watch. But...pulling the trigger on an unapproved paypal dispute throws up all sorts of red flags in my opinion.

Sounds like another scam!
The post office delivered that package! Or they would have to cough up $50....knowing USPS like I do! They are either going to find that package or help you find that package before they will be held liable for the package!
It's real suspect that the guy opened up a PP dispute before even giving you or USPS a chance to get things sorted!
Just my opinion?
Another case of wanting there cake and ice cream both!
Time to clean house!
After this is over which really it is?

This buyer is a total scumbag. I assume he wasn't responding to you before the paypal decision, and suddenly he's replying to emails within 5 minutes after paypal ruled against him? This guy is a dick, and you absolutely need to empty your paypal account before the bank dispute takes effect. You know he already did it.

I think he's actually a good guy, but as a noob he got ahead of himself by filing the PayPal dispute. When I told him I'm not refunding anything but will make a donation in his name he agreed. I just made a donation to the charity of his choice.

Lesson learned: always send packages with signature confirmation!

It's a local charity for the homeless, and the donation will buy Thanksgiving meals for 50 people. So in the end at least something good came out of this mess.

Unfortunately jafoisabadassandeverybodyknowsit.com came in a close second on his list of charities ;)
