No.. you got this wrong. The factory that makes dials does not produce boxes, neither does the factory that produces movements or the factory that produces hands or gaskets or cyrstals.. each component comes from a different factory and the watches are assembled from this collection of parts that arrive from the various factories.

The factory that produces the boxes makes boxes and packaging, that's all they will do. Even then the plastic green box and the outer card box are probably made in separate factories too. All that is required is for someone to care and place an order for a better quality box costing £0.50p that they can sell for $100 instead of the cheap one costing £0.02.

It's true, the factory didn't want to increase costs to improve the quality of the box! They think that most people don't care too much about the quality of the boxes.

I've seen some Rolex boxes in Southeast Asia (SEA) that were really close to gen (I didn't smell them but there was no overt chemical or adhesive type smell that I noticed). Prices were about US$40 - US$60, but this was before the pandemic.

These days, Rolex gen boxes in SEA are selling at $200 to $300 depending on age and condition (complete outer and inner box with papers).

I heard gen boxes are cheaper in Japan but I haven't been there in the last 5 years.

There are loads for sale on eBay, and yes in Japan there are a lot of boxes and papers listed for sale.
