I am at 100% rate of duties collected when something is shipped to me with FedEx. almost never happens via any other channel (never received DHL).

So thinking the bench for customs checks is higher, is not implausible

It is, FEDEX are contracted to perform the checks and they get paid on performance. The more duty they recover, the more they get paid. Same with DHL.
