On my 411 it is seems possible to turn the crown with the lever engaged. Haven't attempted to turn it fully as its obviously not good for wear but believe it would also be possible to wind with the lever engaged.

Also when pushing the crown in after winding I can feel a bit of resistance/'bounce back' from the rubber gasket if I push the crown in manually and therefore when the levers engaged I think the rubber gasket will be sufficiently restrained to prevent water ingress. However I never fully submerge any of my reps so can't vouch for its water resistance!!

Normaly the 417 have 2 type of gaskets:

One into the tube and one at the back of the crown (insert).

And this insert I am missing at my 417!

Edit: Insert/gasket is there, but difficult to locate (because of the angle) - so everything is okay. Now it's also claer, why crown can be winded with engaged lever: The insert consists of rubber and if you winding the crown (with eng. lever), the rubber winds on the steel of the tube and have such less drag...

Its possible to wind with lever closed on gen pams; just slightly tight.
