But I can feel the added security that one can dispute in 90 days (or so).
If you feel defrauded, you can ask him for full refund. Its possible the $ you get refunded will be less than that deducted. But then you can file a ticket here or follow other avenues ...
As many have said, no it's not fraud. As many have stated that's a processing fee from the dodgy CC processors that TDs have to use, the only processors who will accept their business are ones from Eastern Europe and they're basically pirates. They know their customers are dealing in illegal goods and they know they can charge as they please. This has always been the case and having been here for 11 years I'm surprised you are not aware of that.The portal said $658 USD. THe bank account said $716. Thats fraud.
I would not go this route as he won't get the fees back in a refund and indeed, the processor may even take out more fees.You can always ask for clarification and/or ask for a refund and find a dealer who has any other payment type that will not incur fees.

I paid for a new Rolex VSF 126613LB. Made the order on his website. I was told I will get credit card payment advice later in the email.
The order on the website was $658 USD. I have photographic proof.
We were then taken to a portal to pay. I put in $658 USD and the transaction went through.
On the bank's website was charged $716.50!! I have screenshot
When I confronted Andrew about it he said its currency conversion charges. What currency conversion charge? We were asked to pay in USD we paid in USD how is there a currency conversion?? He has not replied back at all after I confronted him

It says on his site that there will be a surcharge of 8-10%

It is your bank charging a cross border fee. Not Andrew. You can call your bank or your credit card company and they will tell you that. The credit card portal said TOTAL AMOUNT= $658! and after the transaction, the bank account said $716. Can you understand? It was USD to USD where is the currency conversion involved? When I asked him for a TOTAL amount he told me its $658. Despite me asking numerous times he did not give me Transferwise details.
If you go to a shop and the shopkeeper says that'll be $2.00, you tap your credit card and then you are told thank you for $2.00 and you get a receipt of $2.00. Then you go home and check your bank you were charged $4!!! do you understand
Some simple rules I follow - may or may not apply to others:
- Never use CC for "grey" purchases, even if it gives you a sense of security
- Purchase only from TDs listed here (or the other big rep forums). Be sure to double check who you are communicating with by checking the email IDs listed here
- Once you have paid, foggeddaboudit. If you receive the item, it is Christmas time for you. If you dont, you have been a naughty boy, and you deserved it. If you think otherwise, open a helpdesk ticket.
