I wouldn't, you bought a counterfeit watch using PayPal, it's not like Amazon - PayPal won't refund you, the seller sold you a Panerai rep and made a profit from your inexperience. Just chalk it up to being new to the rep game and move on. Read up on here and if you want to buy anything buy from a TD on here. As far as I know, the Seagull movement on this watch cannot have working INDICATOR. The indicator included is just a decorative item and it will not change its position.
Of course thare are some gens with working power reserve indicator.
Regarding reps, as far as I know only Davidsen made, many time ago, reps with a Soprod movement with working power reserve indicator. I bought from him 10 years ago a PAM 028 that cost me a small fortune. I was one of the last units with Soprod manufactured by Davidsen.
