That is a "Rolerai"
Rolex dial in a Panerai case

Rolex made the original Panerai watches, didn't they? I thought I remembered reading that they worked in partnership with each other when Panerai was first getting started way back when.

Yes Panerai only did the dial and hands first.
The 6154 "Rolerai" was a special order from panerai for the egyptian military.
About 30 pieces were made but only a few were made with this Rolex dial.
