WAIT! You shouldn't have to send the watch anywhere, or even need to take the caseback off! This is a common problem with all V3 SAs, and this just happened to mine last week. Either the reset button was not depressed firmly enough, or the hands may have just slipped a bit. All 7750s are susceptible to this, even the Swiss ones. However, the movements in the V3 is particularly prone to this. Although it uses the usually very reliable hi beat A7750, it seems the V3 maker either got a bad batch of them, or (more likely) got a good deal on a batch of factory defects or seconds.
There are two things you should try before paying for repair:
[1] Run the chrono for about 10 seconds, then press stop. After you've pressed stop, press the resent button, but depress it VERY FIRMLY. Your brother probably depressed the reset button with very little force. This often results in the hands not making it all the way back to 0. That may work for you. Simple fix.
[2] If a firm reset doesn't fix it , then the hands have slipped. In that case, you want to get them to slip again, but in the other direction. To do that, you will have the run the chorno for (maybe) 20 minutes or so. That will get the minute counter hand to at the 20 minute position or so. The goal is to get that hand to move in a clockwise direction on reset, and at the same time, you want that hand to slip to the left. To do that, try stopping it past the 20 minute mark, then resetting. You may have to do this several times, with different amounts of force on the reset button, but eventually you'll get it.
One additional tip. This is much easier to do with the SECONDS counter than the minute counter. The seconds counter hand slips much more often. If your seconds counter is currently resetting correctly to 0, then be sure before you press the reset button that the SECONDS COUNTER hand is stopped as close as possible to 0. Otherwise, you may accidentally slip that hand while trying to correct the minute counter hand.
Good luck!
