That's because the old navi like the picture above, and the rep are basically using the same movement (The rep uses a valjoux 7750 and the gen a modified Valjoux 7753).
The valjoux 7750 and 7753 have the same sub dial spacing, so gen and rep sub dial spacing on these old models is the same
However, with the Breitling Navitimer 01, Breitling switched to their own manufactured B01 movement (so no modified valjoux movements anymore). And with the B01 movement the position of the sub dial changed. The rep factories haven't been able to replicate the new movement so their stuck on using a valjoux 7750 for the new Navimer models, thus explaining the difference in sub dial spacing now
