If you are trying to use one of those in the third pic, they will not work. Those are solid top to bottom and are not for an ETA clone.
Sometimes an ETA spacer can be strong enough that it is difficult to seat. Set one side of the bottom rim of the spacer onto the uppermost step of the movement (see pic).
Hold it in place with a thumb and don't allow it to slip down to a lower movement step. Set the spacer's opposite side lower rim down. If it doesn't seat fully onto the movement's same top step, you need to pull it laterally (stretch it slightly) so it does. Be careful not to crease it, especially where it is weakest at the dial foot hole cutouts.
A spacer can also be loose to the point of slipping off when you try to set the dial. You can nudge it back in place carefully with the dial seated, before pressing in the foot locks.
You can also glue the spacer onto the dial underside with 2 or 3 blobs of GSHypo cement. Test fit it first to make sure the spacer will sit on the dial correctly when the combo is fitted to the movement. Sometimes the spacer will even stay on the dial without glue and make it easier to seat it than try to do it by itself.
