The only question that exists is: the package has already been delivered and it is DHL that says that it does not have it yet (the most likely) or is that they have not yet been delivered by the TD to the transport company.
If you already have all this information then why the fuck are you asking stupid questions on the internet ?
The parcel hasn't been delivered.
The shipper (who is not the TD) creates a shipping request, this generates a unique shipping number - your tracking number. The parcel is then handed over to the courier - DHL. The courier holds the parcels whilst waiting for a transporter to transport the parcels - in this case it'll be an airplane. Currently 85% - 90% of flights are cancelled - china was shut down for 2 months, so there's a huge backlog, and most Hong Kong suppliers can no longer ship internationally because there aren't the flights needed to transport the parcels.
All international couriers are overloaded, they have more parcels to ship than there are places on flights, this means everything moves more slowly.
