$6000-7000 Watch budget for a Lawyer - HELP!

So my brother is a criminal lawyer/attorney and is looking to get a watch. He wants to spend $6000-7000 total, and is willing to consider pre-owned in excellent condition along w/ brand new obviously...

Need your help/input/ideas..


Only CRITERIA
-Must not be a Rolex
-Must have a metal band/strap (no leather or rubber)
-Must not be larger than 46mm
-Needs to be classy enough to wear to court with a suit - no sporty weekend watches
-Must not have yellow gold anywhere on the watch
-That's it!

pre owned pam50 (same as 48 but with the ss bracelet). I have seen it as low as 3k on wus before, very tempting gen purchase. But this is the 40mm I think.

Panerai (63, 29, others) omega gmt, if he is a traveler. Not to sure if a Pam would look good on metal, but he would most likely start a strap collection with a Pam.

I'm a fan of the Breitling Superocean Heritage. Comes in 42mm 46mm
44mm chrono or 46mm chrono.

With his budget id go for the 46mm chrono, with the mesh bracelet. (not sure if he likes that bracelet, but it's a real work of art)
