Is it normal for these chrono movements (either Shanghai or dandong) to have a subtle stutter when the second hand is sweeping? If it’s not normal, will it affect the longevity of the mechanism if left unfixed?

It's normal, due to the part driving the Chrono hand is a different construction than Gen.

In the rep 4130 that's normal.
