Interested in purchasing this watch, the owner has it listed as a "Chinese Handwind". Does that mean it's a 21j?

Yes is more reliable that 21J, because is not automatic and is more "simple"mechanism.
Many no automatic PAM's have this movement, sometimes with Swan neck.
Yours doesn't have Swan neck

It's a long u-shaped device that makes adjusting the movement a tad easier.

I grabbed this picture. Note the dagger inside the swan neck:

The Swan Neck is an auxiliar device to get, by a micrometric screw and a swan’s neck shaped spring, a very precise adjustment of the regulator of a movement.

You can see the following pic, indicating in yellow the Swan Neck in a PAM movement

Is it better than a 21j movement?
Yep. Heads above. One thing... Unlike an automatic which can stay running forever if you are constantly wearing it, this movement will not. Just remember, this is a manual wind movement, so it should have about 35 hrs or so in it (after you've wound it fully) before it will need you to wind it again.
Still, by far a better movement IMO.
