Legit in terms of MQ being one of the best known / high end (and expensive) Viet REP parts supplier for vintage Rolex, Tudor, etc.

Discussed regularly on the Rolex and Vintage forum on here. I have one of his 9411 dials. Dials tend to be considered 'the best'.

Also does sell GEN watches and parts - not always the easiest person to deal with.
