Trusty Time Store additional charges added on after paying, is this normal?

I ordered a watch from Trusty Time yesterday, my check out price total was $183, so I confirmed the purchase paying by credit card. The next screen that pops up says something along the lines of "there may be additional charges because of currency rates and bank charges"

The total charged to my card was $207, so I incurred $24 bucks or 13% in extra charges. Granted this was a pretty low priced order I like to know these kinds of things before I confirm a purchase.

So my question is, Is this typical behavior of all online stores or just to Trusty?

It's not the dealer, it's the CC processor- happens all the time.
Good TD's will give you an account credit for the discrepancy.
