EL Pams with Swiss ETA were early Swiss ETA production pieces on which the S/N only came as decoration, so no, the S/N will not be a functional one.
The ones released during 2008, were mostly working ones..again depending on the batch and the factory adding the decorations and finishing touches.

The one I sold 2 days ago on RWI sale forrum (thread is still there) is EL early edition (pointy reg needle rather than dagger shaped), but was a sort of anomaly when it comes to S/N reg - although it was a very early Swiss ETA 6497-1 CDG bridges decorated mov't, the S/N on this one is actually functional, and I used it to fine-tune the mov't to +/- 5sec/day.
