The vendor sends out offers for reduced prices on watches items, takes payment, waits a few days and then cancels the sales.
Claims it was a mistake but claims it was the buyer who requested the cancellation. They then go on and sell at a higher price or delist the item. This prevents people from leaving negative feedback so their rating a don’t fall.

Total fraudsters. Avoid at all costs.

Out of interest, what intention does the seller have on ebay, i mean he sends out an offer and then cancels it again separately, but he's not allowed to keep the money on ebay. I don't quite understand where the purpose is there other than to waste time.

The seller collects the cash, holds it a few days, cancels the sale claiming the buyer cancels it. Gets his fees canceled for the sale and bumps his numbers up. He then offers people the same goods at double the price. Bait and switch. This also prevents the buyer from being able to post negative feedback because the “buyer” supposedly requested the cancellation. Also the refund via PayPal doesn’t include fees or the FX rate changes so the buyer can be out of pocket a few bucks.

Just really craptastic business practice that juggles items and tries to garner additional interest / investment. Not to mention, as you say, a waste of time.

Ah, thank you, I hadn't thought about that. It will then also be displayed under ebay under the sold item filter and people maybe will think he is a trustworthy dealer/good products.
