Spacer ring lug question

Which way around are the lugs for the movement spacer ring supposed to sit?

I noticed the flat ends of the lugs which face the outside of the watch have a bend in them. Does this bend face toward the caseback or towards the front of the watch?

Generally the tabs piont toward the case back which create a tighter clamp on the movement.

However I had one watch, which when done this way was very hard to pull the stem to set the time. I ended up flipping the tabs over the other way and it solved the problem.
