been looking at watches for a while now and I would like to start a small collection. I've got my first watch but I've always had my eye on the IWC pilot ceramic chrono. I've been reading through the forums and I've gained a lot of insights but any guidance on where to best get it would be a big help

Rule #2 of the forum is read, read, read. But we're here to give some first guidance, so... @eBoy already directed to some important threads you should definitely read.
As for your research about the "best", try the search bar here or google, by adding "...site:forum.replica-watch.info" to your keyword, you'll be rewarded by a ton of RWI threads on the matter.
"Where" to get them? Any RWI trusted delaer wil do. Noobs are sometimes directed to Jtime for the ease of communication, but anyone will do the trick (I used Chazingtime for my first buy, for example). MAy be worthwhile checking the TD's shipping and reimburesement policies (and payment terms) to choose the one that fits your needs.
