ive got a rep pam 186 arktos, i'm trying to replace the rubber band with the steel bracelet, and i've got one side in just fine [it was a bitch, but it got it in], but the otherside is giving me problems. are these things just really really tight fitting or what?

You will find that unless you are very lucky and the bracelet was made for your watch that the bracelet may not fit. 
This is due to the many different lug hole/screw positions that are used by each manufacturer and the many different models that are replicated. In other words they are not standard.:x
As the rubber/leather bands/straps do not have an end link that presses against the watch case there is less of a problem in fitting them.
Sometimes judicious filing/grinding may work in fitting a bracelet.
