Refinish black hands?

Sorry if it's a noob question, but what is best to use if you needed to touch up or refinish hands on a PAM? Specifically the matte black hands.

depends on how much touching up is required, i guess? if its a little bit, most black markers should do fine. but if its alot, redoing e hands + reluming might serve a better option?

Thanks - so if they were to be redone completely, what's a good paint to use? Testors matte black enamel? I just haven't seen too much out there that can replicate that nice matte finish
