Is it common for the dials on the UPO to be glued to a 2824 movement?

The pre-owned/used piece I received appears to have the dial glued directly to the movement with no means of detaching it other than to pry it off. :err:

My 5th gen from MR was not glued, if that helps you... I only had to release it from the movement...

sounds like maybe the movement was swapped for a different one and the dial feet didnt line up so they may have clipped the feet and just glued the dial.
