Problems with refund

I made my first order with trustytimes last month. The watch apparently wasnt available because after about 2 weeks i still didnt receive any QC pictures. So i asked to cancel the order and refund me.
i got the confirmation but after 21 days of wait no refund on my CC.
When i asked Andrew he told me to do a chargeback on my CC.
Is that within the rules of a trusted Dealer that i have to file a complaint with my CC Bank if i want a refund??

I had to ask for chargeback as the processor is having issues. Usually I'm able to do refund
