Pelagos rubber strap

I knew the Pelagos came with the rubber strap, but what's the deal with the second (1 piece ) strap it comes with?
thanks for the explanation. Btw I'm going by qc pics so if the answer is obvious once I get it, apologies.

It's a diver extension, in case you go diving then the strap gets extra length to go over your diving suit, which is quite thick.
