I bought a pam111 my first panerai
but is it normal that the crown holder is not completely blocked?
does it make very small movements?

You mean crown guard? The crown guard should be solid, and the lever should not move when closed and should have some tension on it. The top of the crown is sprung, so the crown end itself will move up and down as well as rock left and right and this is expected.

The closed lever is immobile
But his guard, if touched, plays a little game

Open the lever, and tighten both screws gently with a VERY FINE AND PRECISE Screwdriver. Poor quality screwdrivers will mess up the screws. No option here, sharpen one yourself or buy a good one.
Before doing that, check if the screws are loose.
If the screws are already tight, then they are bottoming out meaning they are too long. But i think its more likely they are loose.

Its not normal and should be fixable. One last problem could be something stuck under the crown guard but i doubt it.
