Open the lever, and tighten both screws gently with a VERY FINE AND PRECISE Screwdriver. Poor quality screwdrivers will mess up the screws. No option here, sharpen one yourself or buy a good one.No the small movement involves the crown guard.

Before doing that, check if the screws are loose.
If the screws are already tight, then they are bottoming out meaning they are too long. But i think its more likely they are loose.
Its not normal and should be fixable. One last problem could be something stuck under the crown guard but i doubt it.
