Panerai gen OP6502 case sold on ebay - strange

Have you ever heard of a gen OP6502 complete case with no serial number on the 3rd line? There's one for sale on Ebay.

I read somewhere that when a pam was issued to flotiglia, firefighters and police in italy, they intentionally had blank casebacks, so that they couldbt be sold.
Maybe this one is similar? Looks very rep to me, no papers, no background...
