Get in touch with him, explain the problem, and ask him for his return address. Then also insist that he should send you your watch without further delays, and in the meantime post the stupid bag back to him.

It will take much longer to get the bag back to China then for you to get the real thing for which you paid. That way you will have some leverage and something to sell if your item doesn't arrive. As a matter of fact my daughter is looking for a LV bag.
