PAM 217 dsn vs NOOB

Can somebody tell me the major difference between these two reps?

As far as I read its only noob that is considered as a superrep - is that true?

I have not seen a PAM217 in David's section, but yes the general consensus at least on the Noob version is that it is a super rep.
