i'd like some opinions on this omega rep. The chrono works, but it appears to be a franken as i cannot find a gen with this arrangement. please let me know what you think.

If you mean if its a fantasy watch (franken is a watch built from gen parts) then the answer is no. The watch exists but has a silver bezel as a standard

you are correct. the outer part has the ticks but no munbers and is fla not raised like the gen. the sub dials are also diff.

From my experience if a rep indeed is quartz it is probably a very simple low quality rep, from what you told me I believe it is so I am afraid 
If you enjoy the watch, wear it! But in terms of comparing it to higher end reps it has many flaws. If you like the Seamaster Chrono many TDs offer a high quality rep with a sweeping automatic movement and far less flaws
