Good, there is no way that you could regulate this amount of error out of the movement. I have just experienced a similar problem with the same movement.
In my case it was 6 minutes a day. The problem was caused by the stud that secures the hairspring falling off allowing the hairspring to float free. It slipped until the end of it got to the second stud, which is used to regulate the watch, where it held itself in place. This second stud has a slot in it which the spring passes thru and effectively controls the effective length of the hairspring. With the spring now secured some 5mm from it's original position it ran slow, really slow.
When I opened the watch up I did not find the original stud, which is not surprising since I wasn't looking for a floating part at the time. It's probably somewhere on the floor now!
I had to make a new stud, which is no easy task since it is only about 2mm long. Here is the end result:
Note the brass colored stud; this is what controls the effective length of the hairspring and hence the time keeping. The larger silver colored thing is what I made; an old staff cut down to size. I had to superglue the hairspring to the new stud since cutting a slot in something that is only a few thou in diameter is not easy. With the new stud in place I could re-adjust the regulation and got it back to within less than a minute a day or better.
In short, this is not a trivial repair and so sending the watch back was the right choice. I suspect that you had a similar issue since the watch was working but kept terrible time.
By the way, the swan neck regulator may look nice but in reality it does nothing. The spring force is nowhere near strong enough to hold the regulator against the adjusting screw.
I should have made a nicer job of the replacement part, at least in terms of appearance, but believe me when I say that working on a watch hairspring is really difficult. It is so easy to permanently damage the hairspring that once I was able to get the new part in place I was more than happy to put it back together.
Don't be put off by your first watch purchase. While these types of problem do occur they tend to be rare and are normally a consequence of shipping or poor assembly. Once you get a working watch they tend to stay working at least until the dirt and crud do there work which is normally a few years down the road.
