I have purchased two boxes from Andrew, with two different shipment, and never paid Vat. I live in Italy. Maybe it's different for other countries. But I think that sometimes is a question of fortune. If the customs don't inspect the package, and it's the most common event, it goes through without problems. If they take a close inspection, you have to pay Vat. For now it has happened to me only twice.

I will ship as a gift with a low value, so you may avoid these

That won't make any differences, gifts are taxable.

It was luck. I've imported items worth several hundred euros shipped in large parcels and not paid any VAT and imported items worth $15 shipped in an envelope and paid VAT.

The easiest when shipping to the EU is to simply declare a low value - divide the price by 3 and mark that as the value. Nobody in Customs is going to know the box is worth £80 and not £27. If you can't afford to pay the VAT on £27 get a Saturday job in McDonalds.
