Looking for someone to clean and assemble a gen movement. Must be in Canada. Got it for a good price, but the serial is dremeled off. Neither me or the seller know why, but obviously it’s a bit of a red flag and I’m having trouble finding a shop to assemble it.

It's complete, but not assembled. Hence the post asking for someone to clean and assemble it.

I'd suggest you post pictures like @dogwood requested. I get nervous when movements are not completely assembled and transferred multiple times between owners. It's very easy to loose parts which may be diffcult to obtain and add significant cost to the project.
