Is this a gen 14060 Dial?

Hoping to be educated here as I’m new to watch mods.

I have seen this dial for sale which is described as a “Genuine Rolex Sub 14060 dial“ (the front picture shows the dial in a case).
The rear though doesn’t appear to be the same flat profile as others 14060 dials that I have viewed and also has no obvious brand markings.

What are your thoughts here, is this dial as described and why does it appear to have a raised ring on the rear?

The markers on this dial are the larger ones which are on more recent dials, the 14060 would have smaller hour markers. On the back, the metal ring looks like a spacer used on movements called "2813" often used in reps. If you have a look at images of gen 14060 watches then it will be apparent how they look. 14060 often had 2 lines of text, although it is possible to get ones with 4 lines as well.
