Is it possible to change a clasp on a vsf 124060 3vv bracelet ?

You can reach out to some TD's and see if they will sell you the clasp. You can also look on Aliexpress for a replacement.
Can check here to see if anyone is selling a clasp for a Submariner.

I actually tried two different sellers on Ali and both clasp didn’t fit unfortunately 
My knowledge is limited, but here's what I have found out during upgrading Bracelets to the Glide Lock type....
I've swapped a lot of clasps on approximately 25 different model Rolex reps I own, around 10 of which are Submariners.
Assuming 20mm lug width bracelet, there are, (in my limited knowledge) only 3 types of flip locks I have come across, one type is fitted to Oyster Perps and Datejusts so lets forget that as it's not Submariner.
If you look at my picture below of two clasps side on, the one on the top has a more pronounced curved / angle on its rhs "leading edge" than the one on the bottom which is almost a right angle.
I have had no issues swapping them around aside from that.

Looking at your pic, you haven't lost the clasp, just the flip lock.
You can buy complete clasps that come with a logo'd flip lock, and it can be fitted to the bracelet, so no need to buy the complete bracelet.

Seems the Rolex marking is not in the right place (clasp) but on like the bridge itself kinda like on the vintage 16610ln
