Fix damaged second hand, Pam 411

as seen the white color has been scraped of the bottom part of the seconds hand. Seen techniques where people used the tip of screwdrivers to apply color but is there a better way? Fix or replace?

Completely refinish after stripping it. If you just dab a little lacquer into the scraped part, you might miss. Even if you hit it, the surface will be bumpy and irritate you still. No other way than completely strip lacquer and lume and relacquer with air brush and relume with matching lume. Or buy a new hand.
