Will a deployment mech. from a rep Navi swap over to a gens, or is there a difference in them? I tried to see if there was a springbar holding the strap to the deployment, but couldn't tell if it would retract or was solid.

As long as the tapered size for the hole is the same, it should fit nicely. I have tried rep PAM deployant on genuine PAM strap. Works as good as the gen.
This is a pic from Trinsic over at RWG. He has the gen Breitling strap on a the rep deployant buckle. As the Bob strap is built to Breitling specs it should fit well. Problem is that some of the rep buckles require holes, which neither the gen or the Bob have.
