It's mecha-quartz (presumably a Seiko clone), so the sub dial on the 3 o'clock side is just wrong, it's a 24hr hand that just does it's thing over the 10 (minute I guess) counter, and as you can see the hour counter at 9pm was lined up by a blind man with Parkinson's on a worktop covered in scorpions.
The subdial at 6 is the seconds hand and ticks once a second, the chrono hand (the "real" seconds hand on most watches) ticks 4 or 5 times a second, it operates exactly as a quartz chrono should, the chrono hand doesn't fly back, it rotates the right way back to the top.
But, for around £14 delivered to the UK in about 3 weeks it's tough to complain.
