Cartel refers to several dealers that are banned here, including Josh at Perfect Clones and Andrew at Trusty Time. They colluded to fix prices and were removed from several forums.
Josh and Andrew are tight with one particular factory that they work closely with and in return they get exclusives on certain items, usually for a period of time before they are released to the rest of the dealers.
